Edi Rama shkoi në New York dhe foli me tone të pazakonta për Joe Bidenin dhe Hashim Thaçin. Në një aktivitet të komunitetit shqiptaro-amerikan, më 25 shtator 2026, kryeministri deklaroi se Biden e kishte “tradhtuar” Thaçin dhe se Shtetet e Bashkuara mund të kishin bërë më shumë për të mos lejuar nisjen e procesit që, sipas tij, çoi në dënimin e ish-presidentit të Kosovës.[1]
Është një deklaratë e fortë politike.
Por, pikërisht sepse është e tillë, ajo sjell me vete një pyetje po aq të fortë për vetë Ramën:
Nëse kryeministri shqiptar kërkon llogari nga Washingtoni për mënyrën se si është mbrojtur një figurë e rëndësishme shqiptare e Kosovës, çfarë standardi sigurie kërkon ai dhe garanton për institucionet shqiptare të sigurisë?
Kjo nuk është një përpjekje për të barazuar çështjen e Thaçit me atë të institucioneve shqiptare.
Nuk janë të njëjta.
As nuk duhet të përdoret një hetim penal në Shqipëri për të relativizuar një proces gjyqësor në Hagë.
Por një gjë është e padiskutueshme: Rama është kryeministër i Shqipërisë dhe siguria kombëtare shqiptare është pjesë e përgjegjësisë së tij politike.
Prandaj, kur ai ngre standardin e llogaridhënies për një aleat të madh, publiku shqiptar ka të drejtë të përdorë të njëjtin standard të llogaridhënies ndaj qeverisë së vet.
SHISH-i nuk është një institucion i zakonshëm
Shërbimi Informativ i Shtetit nuk është një ministri e zakonshme.
Misioni i tij lidhet drejtpërdrejt me mbledhjen dhe analizën e informacionit për rreziqet ndaj sigurisë kombëtare dhe me informimin e institucioneve shtetërore për këto kërcënime.[2]
Pikërisht për këtë arsye, çdo krizë që prek drejtimin e këtij institucioni nuk mund të trajtohet si një episod i zakonshëm politik.
Në shtator 2026, ish-drejtoresha e SHISH-it, Vlora Hyseni, u vu nën masën e sigurimit “arrest në shtëpi” në kuadër të një procedimi penal të SPAK-ut.[3] Më 24 shtator, GJKKO vendosi vazhdimin e kësaj mase ndaj saj.[4]
Këtu duhet të ndalemi.
Jo për ta shpallur Hysenin fajtore.
Jo për të nxjerrë përfundime mbi përmbajtjen e një hetimi që vazhdon.
Por për të kuptuar peshën institucionale të ngjarjes.
Bëhet fjalë për ish-drejtoreshën e institucionit qendror të inteligjencës së shtetit shqiptar.
Dhe, kur drejtuesi i një institucioni të tillë vihet nën hetim, pyetja nuk është vetëm se çfarë ka bërë apo nuk ka bërë individi.
Ekziston edhe një pyetje tjetër:
Si funksionoi sistemi që e zgjodhi, e emëroi, e kontrolloi dhe e mbikëqyri atë institucion?
Kjo është pyetje politike dhe institucionale.
Dhe ajo nuk zëvendëson drejtësinë.
Përkundrazi, e plotëson atë.
Penalisht, përgjegjësinë e përcakton gjykata. Politikisht, përgjegjësinë e mban qeverisja.
Ky dallim është thelbësor.
Në një shtet të së drejtës, askush nuk duhet të shpallet fajtor sepse është nën hetim. Masa e sigurimit nuk është dënim dhe hetimi nuk është vendim fajësie.
Kjo është arsyeja pse çdo pretendim konkret ndaj Hysenit duhet të mbetet i lidhur me atë që kanë bërë publike organet kompetente dhe jo me interpretime politike.
Por nga kjo nuk rrjedh se qeveria nuk ka përgjegjësi.
Përgjegjësia politike nuk është përgjegjësi penale.
Një ministër mund të mos jetë penalisht përgjegjës për një veprim të një zyrtari, por kryeministri nuk mund të thotë se funksionimi i sistemit që ai drejton nuk është çështje e tij.
Kjo është pikërisht ajo që Rama duhet të sqarojë.
Nëse drejtuesja e një prej institucioneve më të ndjeshme të shtetit përfundon nën një masë sigurie të vendosur nga GJKKO, pyetja për standardin e kontrollit institucional nuk është sulm ndaj drejtësisë.
Është detyrim ndaj publikut.
Por kronologjia e emërimit e bën pyetjen edhe më konkrete
Vlora Hyseni nuk erdhi në krye të SHISH-it jashtë një procedure shtetërore.
Më 17 mars 2023, Edi Rama propozoi Vlora Hysenin për drejtimin e Shërbimit Informativ të Shtetit. Më 3 prill 2023, Presidenti Bajram Begaj e dekretoi emërimin e saj në këtë detyrë.[5]
Kjo kronologji nuk është provë për asnjë shkelje dhe nuk mund të përdoret si e tillë.
Por ajo ka rëndësi për një arsye tjetër: tregon se përgjegjësia institucionale për drejtimin e SHISH-it është e ndërtuar nga vetë ligji mbi disa hallka shtetërore dhe jo mbi një vendim individual të izoluar.
Dokumenti zyrtar i SHISH-it përcakton se Drejtori emërohet dhe shkarkohet nga Presidenti i Republikës me propozim të Kryeministrit.[6]
Pra, Presidenti ka kompetencën formale të emërimit dhe shkarkimit, ndërsa Kryeministri ka kompetencën kushtetuese e ligjore për propozimin e kandidatit.
Kjo ndarje nuk duhet deformuar.
Nuk është e saktë të thuhet se Rama e emëroi vetë drejtorin e SHISH-it.
Por është po aq e pasaktë të thuhet se qeveria nuk ka asnjë lidhje institucionale me procesin.
Ligji e përcakton qartë rolin e Kryeministrit.
Dhe roli i tij nuk përfundon me propozimin.
Sipas vetë SHISH-it, shërbimi varet nga Kryeministri. Drejtori informon dhe raporton te Presidenti dhe te Kryeministri për problemet që lidhen me sigurinë kombëtare, ndërsa struktura dhe organizimi i SHISH-it miratohen nga Kryeministri.[6]
Këto janë fakte institucionale.
Dhe pikërisht për këtë arsye, përgjegjësia politike nuk mund të përkufizohet si përgjegjësi penale.
Rama nuk është gjyqtar i çështjes së Hysenit.
Por ai është pjesë e arkitekturës shtetërore që ligji ka vendosur rreth SHISH-it.
Kjo mjafton për ta bërë legjitime pyetjen mbi standardin e kontrollit.
Kush kontrollon SHISH-in?
Kjo është pyetja që e çon debatin edhe më tej.
Një shërbim inteligjent nuk mund të funksionojë pa kontroll demokratik.
Por kontrolli demokratik nuk mund të jetë as kontroll politik mbi informacionin e inteligjencës.
Ligji kërkon që informacioni i mbledhur, analizuar dhe shpërndarë nga SHISH-i të jetë objektiv dhe i pavarur nga konsideratat politike.[6]
Ky është një parim themelor.
Por, paralelisht me pavarësinë e informacionit, ekziston edhe mbikëqyrja institucionale.
Sipas kuadrit të publikuar nga SHISH-i, në ushtrimin e kontrollit mbi shërbimin përfshihen Presidenti, Kuvendi, Kryeministri, Kontrolli i Lartë i Shtetit, Prokurori i Përgjithshëm, Avokati i Popullit dhe Inspektori i Përgjithshëm.[7]
Kuvendi e ushtron kontrollin përmes Komisionit për Çështjet e Brendshme dhe të Mbrojtjes. Drejtori i SHISH-it raporton në këtë komision të paktën një herë në vit, në një mënyrë që mbron burimet dhe informacionin e klasifikuar.[7]
Ekziston edhe Inspektori i Përgjithshëm, i cili emërohet nga Këshilli i Ministrave dhe është përgjegjës për kryerjen e inspektimeve në veprimtarinë e SHISH-it. Sipas dokumentit zyrtar të institucionit, ai raporton drejtpërdrejt te Kryeministri dhe ka të drejtë të ushtrojë kontroll mbi veprimtarinë e shërbimit, të informojë për shkelje ligjore ose probleme serioze dhe të rekomandojë masa korrigjuese.[7]
Pra, ekziston një arkitekturë kontrolli.
Dhe kjo e bën pyetjen politike shumë më konkrete.
Nuk është më pyetja abstrakte se kush duhet të mbajë përgjegjësi.
Është pyetja nëse mekanizmat që ligji ka parashikuar kanë funksionuar.
Nëse kanë funksionuar, qeveria duhet të jetë në gjendje ta shpjegojë.
Nëse nuk kanë funksionuar, qeveria duhet të shpjegojë pse.
Nëse kanë zbuluar një problem dhe ai është trajtuar në kohë, kjo duhet të bëhet pjesë e transparencës institucionale, brenda kufijve që lejon siguria kombëtare.
Nëse nuk e kanë zbuluar, atëherë duhet pyetur për cenueshmërinë e sistemit.
Kjo nuk është ndërhyrje në drejtësi.
Është kontroll i qeverisjes.
Dhe këtu hyn Strategjia Kombëtare e Sigurisë
Kjo çështje nuk duhet parë vetëm përmes episodit të SHISH-it.
Vetë shteti shqiptar ka përcaktuar një koncept shumë më të gjerë të sigurisë.
Strategjia Kombëtare e Sigurisë 2023–2028 e përshkruan mjedisin e sotëm të sigurisë si një hapësirë ku kërcënimet nuk vijnë vetëm nga konfliktet ushtarake tradicionale. Dokumenti përfshin kërcënimet kibernetike, përdorimin e teknologjisë si mjet dëmtues ose çorientues dhe rreziqet ndaj qëndrueshmërisë sociale, ekonomike dhe politike.[8]
Strategjia e pranon gjithashtu se rendi ndërkombëtar i bazuar në rregulla po sfidohet nga përdorimi agresiv i forcës ushtarake për pushtimin e territoreve dhe se ndryshimet gjeopolitike kanë krijuar një mjedis të ri kërcënimesh.[8]
Pra, Shqipëria vetë e ka pranuar se siguria kombëtare nuk është vetëm mbrojtja e kufirit.
Është edhe mbrojtja e institucioneve.
Është rezistenca ndaj ndikimeve të jashtme.
Është siguria kibernetike.
Është qëndrueshmëria e shtetit.
Është aftësia e institucioneve për të identifikuar dhe përballuar kërcënimet.
Atëherë standardi duhet të jetë i njëjtë edhe në praktikë.
Nëse qeveria shqiptare e konsideron ndërhyrjen e jashtme dhe dobësimin institucional si çështje të sigurisë kombëtare, ajo duhet të jetë në gjendje t’i tregojë publikut se çfarë mekanizmash përdor për të mbrojtur institucionet e veta më të ndjeshme.
Këtu fillon përgjegjësia e Ramës
Edi Rama nuk mund të jetë përgjegjës penal për çdo gjë që ndodh brenda SHISH-it.
As nuk është kjo çështja.
Çështja është tjetër.
Kush mban përgjegjësi politike për standardin e sistemit të sigurisë kombëtare që funksionon nën një qeveri?
Përgjigjja nuk mund të jetë gjithmonë “institucionet e pavarura”.
Sepse jo çdo institucion është i pavarur nga përgjegjësia politike e qeverisjes.
Dhe siguria kombëtare është, në fund të fundit, një përgjegjësi e shtetit.
Rama mund të mos ndërhyjë në një hetim të SPAK-ut.
Nuk duhet të ndërhyjë.
Rama nuk duhet të vendosë fajësinë e Hysenit.
Nuk mund ta bëjë.
Por Rama mund dhe duhet të japë llogari për standardin institucional.
A kishte mekanizma kontrolli?
A kishte verifikim të mjaftueshëm?
A funksionuan strukturat mbikëqyrëse?
A kishte sinjale që duhej të ishin identifikuar më herët?
A kishte cenueshmëri në sistem?
Dhe, mbi të gjitha, çfarë do të bëjë qeveria që një problem i tillë, nëse hetimi provon shkelje, të mos përsëritet?
Këto janë pyetje politike.
Dhe asnjëra prej tyre nuk paragjykon vendimin e gjykatës.
Standardi nuk mund të jetë më i lartë për Washingtonin sesa për Tiranën
Këtu qëndron thelbi i gjithë çështjes.
Rama ka të drejtë të ketë opinion për mënyrën se si Shtetet e Bashkuara kanë vepruar ndaj Thaçit.
Mund të kritikojë Bidenin.
Mund të argumentojë se Washingtoni duhej të kishte bërë më shumë.
Por, në momentin që ai përdor një gjuhë kaq të fortë ndaj një aleati dhe ish-presidenti amerikan, lind natyrshëm pyetja:
A është Rama po aq kërkues ndaj vetes dhe institucioneve që varen nga qeverisja shqiptare?
Nëse përgjigjja është po, kjo duhet të shihet në transparencë, në përgjegjësi institucionale dhe në standarde të qarta sigurie.
Nëse përgjigjja është po, atëherë qeveria duhet të jetë e para që kërkon zbardhjen e plotë të çdo çështjeje që prek institucionet e sigurisë.
Jo për të ndërhyrë te drejtësia.
Por për të garantuar që shteti të mësojë nga çdo dobësi e mundshme.
Kjo është mënyra se si funksionon një shtet serioz.
Nuk mjafton të kërkosh besnikëri nga aleatët
Shqipëria është pjesë e NATO-s.
Kjo do të thotë se siguria kombëtare shqiptare është pjesë e një arkitekture kolektive të sigurisë.
Por anëtarësimi në një aleancë nuk e zëvendëson përgjegjësinë kombëtare.
Përkundrazi.
Sa më shumë mbështetet një shtet te aleatët, aq më shumë duhet të jetë në gjendje të dëshmojë se institucionet e veta funksionojnë me standarde të besueshme.
Prandaj, Rama nuk mund të kërkojë vetëm:
“Çfarë bëri Amerika për Thaçin?”
Duhet të jetë në gjendje të përgjigjet edhe për pyetjen:
“Çfarë po bën Shqipëria për të garantuar integritetin e institucioneve të veta të sigurisë?”
Këto dy pyetje nuk përjashtojnë njëra-tjetrën.
Mund të kërkohet llogari nga Washingtoni dhe nga Tirana.
Mund të mbrohet Thaçi dhe, njëkohësisht, të kërkohet transparencë për SHISH-in.
Mund të mbështetet Kosova dhe, njëkohësisht, të kërkohet përgjegjësi institucionale në Shqipëri.
Njëra nuk e anulon tjetrën.
Dhe këtu qëndron prova e vërtetë për Ramën
Rama nuk ka nevojë të mbrojë Hysenin.
As nuk duhet ta dënojë publikisht.
Nuk është detyra e tij.
Detyra e tij është të mbrojë standardin e shtetit.
Nëse hetimi përfundon pa prova për akuzat e ngritura, kjo duhet pranuar.
Nëse hetimi prodhon prova dhe përgjegjësi penale, ato duhet t’i nënshtrohen drejtësisë.
Por, në të dyja rastet, qeveria duhet të shohë nëse sistemi institucional ka funksionuar siç duhet.
Kjo është pika ku përgjegjësia politike nuk mund të zhduket pas përgjegjësisë individuale.
Sepse një sistem i sigurisë kombëtare nuk mund të mbështetet te ideja se problemi fillon dhe mbaron me një individ.
Sistemi duhet të jetë më i fortë se individi.
Dhe kjo është pikërisht ajo që duhet të provojë qeveria shqiptare.
Nga Thaçi te SHISH-i
Prandaj, dy çështjet nuk duhen bashkuar artificialisht. Ato duhen vendosur përballë njëra-tjetrës si dy teste të ndryshme të të njëjtit parim: llogaridhënies për sigurinë.
Në rastin e Thaçit, Rama kërkon që një fuqi aleate të mbajë përgjegjësi për mënyrën se si ka vepruar.
Në rastin e SHISH-it, shqiptarët kanë të drejtë të kërkojnë që qeveria shqiptare të mbajë përgjegjësi për standardin institucional të sigurisë në vend.
Në të dyja rastet, prova është thelbësore.
Në të dyja rastet, drejtësia duhet të respektohet.
Në të dyja rastet, faktet duhet të ndahen nga interpretimet politike.
Por, në të dyja rastet, ekziston edhe një parim i thjeshtë:
Institucionet e sigurisë nuk mund të funksionojnë në mjegull.
Dhe kryeministri që kërkon llogari nga aleatët nuk mund të kërkojë për vete një përjashtim nga llogaridhënia.
Në fund të fundit, kjo nuk është çështje Biden–Rama.
Nuk është as çështje Thaçi–Hyseni.
Është çështje shteti.
Nëse Rama kërkon që Washingtoni të përgjigjet për standardin e sigurisë që ka aplikuar ndaj shqiptarëve të Kosovës, atëherë Rama duhet të jetë i pari që pranon të përgjigjet për standardin e sigurisë që shteti shqiptar aplikon ndaj vetvetes.
Jo me deklarata.
Me institucione.
Me dokumente.
Me transparencë.
Dhe, mbi të gjitha, me përgjegjësi politike.

The Standard Rama Demands in Washington Must Also Exist in Tirana

Edi Rama went to New York and spoke in unusually strong terms about Joe Biden and Hashim Thaçi. At an event of the Albanian-American community, on September 25, 2026, the Prime Minister declared that Biden had “betrayed” Thaçi and that the United States could have done more to prevent the process that, according to him, led to the conviction of the former president of Kosovo.[1]
It is a strong political statement.
But precisely because it is such a statement, it brings with it an equally strong question for Rama himself:
If the Albanian Prime Minister demands accountability from Washington over the way an important Albanian figure from Kosovo was protected, what security standard does he demand and guarantee for Albania’s security institutions?
This is not an attempt to equate the Thaçi case with that of Albania’s institutions.
They are not the same.
Nor should a criminal investigation in Albania be used to relativize a judicial process in The Hague.
But one thing is indisputable: Rama is the Prime Minister of Albania, and Albanian national security is part of his political responsibility.
Therefore, when he raises the standard of accountability for a major ally, the Albanian public has the right to apply the same standard of accountability to its own government.
SHISH Is Not an Ordinary Institution
The State Intelligence Service is not an ordinary ministry.
Its mission is directly connected to the collection and analysis of information concerning threats to national security and to informing state institutions about those threats.[2]
Precisely for this reason, any crisis affecting the leadership of such an institution cannot be treated as an ordinary political episode.
In September 2026, former SHISH Director Vlora Hyseni was placed under the security measure of “house arrest” as part of a criminal proceeding by the Special Prosecution Office (SPAK).[3] On September 24, the Special Court against Corruption and Organized Crime (GJKKO) ruled to continue this measure against her.[4]
This is where we must stop.
Not to declare Hyseni guilty.
Not to draw conclusions about the substance of an investigation that is still ongoing.
But to understand the institutional weight of the event.
We are talking about the former head of the central intelligence institution of the Albanian state.
And when the head of such an institution is placed under investigation, the question is not only what the individual did or did not do.
There is another question:
How did the system that selected, appointed, controlled and supervised that institution function?
This is a political and institutional question.
And it does not replace justice.
On the contrary, it complements it.
Criminal responsibility is determined by the courts. Political responsibility is borne by the government.
This distinction is essential.
In a state governed by the rule of law, no one should be declared guilty simply because they are under investigation. A security measure is not a sentence, and an investigation is not a finding of guilt.
That is why every specific allegation against Hyseni must remain tied to what the competent authorities have made public, rather than to political interpretations.
But this does not mean that the government has no responsibility.
Political responsibility is not criminal responsibility.
A minister may not be criminally responsible for an act committed by an official, but the Prime Minister cannot say that the functioning of the system he governs is none of his concern.
This is precisely what Rama must clarify.
If the head of one of the state’s most sensitive institutions ends up under a security measure imposed by GJKKO, the question of the standard of institutional control is not an attack on justice.
It is an obligation toward the public.
But the Appointment Chronology Makes the Question Even More Concrete
Vlora Hyseni did not come to the head of SHISH outside a state procedure.
On March 17, 2023, Edi Rama proposed Vlora Hyseni to head the State Intelligence Service. On April 3, 2023, President Bajram Begaj issued the decree appointing her to the position.[5]
This chronology is not evidence of any wrongdoing and cannot be used as such.
But it matters for another reason: it shows that institutional responsibility for the leadership of SHISH is structured by the state itself through several institutional links and not through an isolated individual decision.
The official SHISH documentation establishes that the Director is appointed and dismissed by the President of the Republic upon the proposal of the Prime Minister.[6]
Thus, the President has the formal authority to appoint and dismiss the Director, while the Prime Minister has the constitutional and legal authority to propose the candidate.
This division should not be distorted.
It is not accurate to say that Rama himself appointed the SHISH Director.
But it is equally inaccurate to say that the government has no institutional connection whatsoever to the process.
The law clearly defines the role of the Prime Minister.
And his role does not end with the proposal.
According to SHISH itself, the service operates under the authority of the Prime Minister. The Director informs and reports to the President and the Prime Minister on matters related to national security, while the structure and organization of SHISH are approved by the Prime Minister.[6]
These are institutional facts.
And precisely for this reason, political responsibility cannot be defined as criminal responsibility.
Rama is not the judge in Hyseni’s case.
But he is part of the state architecture that the law has established around SHISH.
That alone is sufficient to make the question about the standard of oversight legitimate.
Who Controls SHISH?
This is the question that takes the debate one step further.
An intelligence service cannot function without democratic oversight.
But democratic oversight cannot be political control over intelligence information either.
The law requires that information collected, analyzed and disseminated by SHISH be objective and independent of political considerations.[6]
This is a fundamental principle.
But alongside the independence of intelligence information, there is also institutional oversight.
According to the framework published by SHISH, oversight of the service involves the President, Parliament, the Prime Minister, the Supreme State Audit, the Prosecutor General, the Ombudsperson and the Inspector General.[7]
Parliament exercises oversight through the Committee on Internal Affairs and Defense. The Director of SHISH reports to the relevant committee at least once a year, in a manner that protects sources and classified information.[7]
There is also an Inspector
General, who is appointed by the Council of Ministers and is responsible for conducting inspections of SHISH activities. According to the institution’s official documentation, the Inspector General reports directly to the Prime Minister and has the authority to exercise oversight over the service’s activities, report legal violations or serious problems, and recommend corrective measures.[7]
So there is an oversight architecture.
And this makes the political question much more concrete.
It is no longer an abstract question of who should bear responsibility.
It is the question of whether the mechanisms established by law have functioned.
If they have functioned, the government should be able to explain that.
If they have not functioned, the government should explain why.
If they identified a problem and it was addressed in time, that should become part of institutional transparency, within the limits permitted by national security.
If they failed to identify it, then the vulnerability of the system must be examined.
This is not interference in justice.
It is oversight of government.
And This Is Where the National Security Strategy Comes In
This issue should not be viewed only through the SHISH episode.
The Albanian state itself has established a much broader concept of security.
The National Security Strategy 2023–2028 describes today’s security environment as one in which threats do not come only from traditional military conflicts. The document includes cyber threats, the use of technology as a damaging or disruptive tool, and risks to social, economic and political stability.[8]
The strategy also acknowledges that the rules-based international order is being challenged by the aggressive use of military force to seize territory and that geopolitical changes have created a new threat environment.[8]
Therefore, Albania itself has acknowledged that national security is not merely the protection of borders.
It is also the protection of institutions.
It is resilience against external influence.
It is cybersecurity.
It is the resilience of the state.
It is the ability of institutions to identify and confront threats.
Then the standard must also be the same in practice.
If the Albanian government considers external interference and institutional weakening matters of national security, it must be able to show the public what mechanisms it uses to protect its most sensitive institutions.
This Is Where Rama’s Responsibility Begins
Edi Rama cannot be criminally responsible for everything that happens within SHISH.
Nor is that the issue.
The issue is something else.
Who bears political responsibility for the standard of the national security system operating under a government?
The answer cannot always be “independent institutions.”
Because not every institution is independent of the political responsibility of government.
And national security is, ultimately, a responsibility of the state.
Rama may not interfere in a SPAK investigation.
He should not.
Rama should not determine Hyseni’s guilt.
He cannot.
But Rama can and should be accountable for the institutional standard.
Were there control mechanisms?
Was there sufficient vetting?
Did the oversight structures function?
Were there signals that should have been identified earlier?
Were there vulnerabilities in the system?
And, above all, what will the government do to ensure that such a problem, if the investigation establishes wrongdoing, is not repeated?
These are political questions.
And none of them prejudges the court’s decision.
The Standard Cannot Be Higher for Washington Than for Tirana
This is the heart of the entire issue.
Rama has the right to have an opinion about the way the United States acted toward Thaçi.
He may criticize Biden.
He may argue that Washington should have done more.
But when he uses such strong language toward an ally and a former American president, a natural question arises:
Is Rama equally demanding of himself and of the institutions that fall under Albanian government responsibility?
If the answer is yes, that should be visible in transparency, institutional accountability and clear security standards.
If the answer is yes, then the government should be the first to demand a full clarification of every issue affecting the country’s security institutions.
Not in order to interfere with justice.
But to ensure that the state learns from every possible weakness.
That is how a serious state functions.
It Is Not Enough to Demand Loyalty from Allies
Albania is a member of NATO.
This means that Albanian national security is part of a collective security architecture.
But membership in an alliance does not replace national responsibility.
On the contrary.
The more a state relies on its allies, the more it must be able to demonstrate that its own institutions operate according to credible standards.
Therefore, Rama cannot ask only:
“What did America do for Thaçi?”
He must also be able to answer the question:
“What is Albania doing to guarantee the integrity of its own security institutions?”
These two questions do not exclude one another.
Accountability can be demanded from Washington and from Tirana.
Thaçi can be defended while, at the same time, transparency regarding SHISH is demanded.
Kosovo can be supported while, at the same time, institutional accountability in Albania is demanded.
One does not cancel out the other.
And This Is Where the Real Test for Rama Lies
Rama does not need to defend Hyseni.
Nor should he publicly condemn her.
That is not his role.
His role is to protect the standard of the state.
If the investigation ends without evidence supporting the allegations that have been raised, that must be accepted.
If the investigation produces evidence and establishes criminal responsibility, that must be dealt with through justice.
But in either case, the government must examine whether the institutional system functioned properly.
This is the point at which political responsibility cannot disappear behind individual responsibility.
Because a national security system cannot rely on the idea that a problem begins and ends with one individual.
The system must be stronger than the individual.
And that is precisely what the Albanian government must demonstrate.
From Thaçi to SHISH
Therefore, the two issues should not be artificially merged. They should be placed opposite one another as two different tests of the same principle: accountability for security.
In the case of Thaçi, Rama is demanding that an allied power be held accountable for the way it acted.
In the case of SHISH, Albanians have the right to demand that the Albanian government be held accountable for the institutional standard of security in the country.
In both cases, evidence is essential.
In both cases, justice must be respected.
In both cases, facts must be separated from political interpretations.
But in both cases there is also a simple principle:
Security institutions cannot operate in a fog.
And a Prime Minister who demands accountability from allies cannot demand an exemption from accountability for himself.
Ultimately, this is not a Biden–Rama issue.
Nor is it a Thaçi–Hyseni issue.
It is an issue of the state.
If Rama demands that Washington answer for the security standard it applied toward the Albanians of Kosovo, then Rama should be the first to accept responsibility for answering for the security standard that the Albanian state applies to itself.
Not with statements.
With institutions.
With documents.
With transparency.
And, above all, with political accountability.
