The Association of Journalists of Albania expresses its deepest concern over the events that took place in the early hours of 9 August 2025, when State Police forces surrounded the building

of Focus Media Group in Tirana, where four major media outlets operate: News24, BalkanWeb, Panorama, and Gazeta Shqiptare.

On behalf of the Albanian Journalists’ Association, we wish to state directly that such actions severely undermine media freedom and create fear and uncertainty for all media outlets in the country in the future. This is not the only instance inwhich the police have acted arbitrarily. In the last decade, two other media outlets have been shut down — AgonChanneland RTV Ora — where, despite the existence of a court decision, the presence of special police forces inside the television premises was condemned by the entire international community.

According to the official statements of the media group itself, during the operation:

• Electricity was cut, leaving News24 without a broadcast signal;
• Journalists and staff were prevented from entering the newsroom;
• Editorial work was halted, and public access to media content was

While we are aware that the property is the subject of a dispute between the owners

of News24 and the Albanian state, we believe this does not legitimise the presence of police forces and the unilateral interruption of the broadcast signal.

Furthermore, according to all publicly available information, other businesses owned by the head of the media group have previously been subject to questionable actions, including the

demolition with explosives of a complex which the television’s own management described at the time as a political attack.

This precedent represents a serious risk to media freedom and creates an atmosphere of fear among journalists and the public. We stress that regardless of the editorial stance or internal matters of any media outlet, such attacks on the normalfunctioning of newsrooms damage the foundations of democracy and the public’s right to be informed.

Dear colleagues,

Given that Albania is an aspiring member of the European Union, we believe it is urgent to uphold the rule of law, and we call for:

1. The immediate lifting of the blockade and the full restoration of journalists’ access to their workplaces;
2. The reinstatement of electricity and full working conditions for the newsrooms;
3. The immediate publication of the legal basis and the authority that ordered this action;
4. Guarantees that any future measures affecting media outlets are carried out strictly in accordance with due legal process, under judicial oversight, and with the principle of minimal interference.

We urge all international institutions, media organisations, and diplomatic missions to closely monitor the situation and to react to ensure that Albania remains committed to international standards on freedom of expression and media freedom.

Any attack on journalists is an attack on democracy, the public interest, and fundamental human rights.

Asociacioni i Gazetarëve të Shqipërisë shpreh shqetësimin më të thellë për ngjarjet e ndodhura në orët e para të 9 gushtit 2025, kur forcat e Policisë së Shtetit rrethuan godinën e Focus Media Group në Tiranë, ku operojnë katër media kryesore: News24, BalkanWeb, Panorama dhe Gazeta Shqiptare.

Në emër të Asociacionit të Gazetarëve të Shqipërisë, dëshirojmë të theksojmë drejtpërdrejt se veprime të tilla cënojnë rëndë lirinë e medias dhe krijojnë frikë e pasiguri për të gjitha mediat në vend në të ardhmen. Ky nuk është rasti i vetëm kur policia ka vepruar në mënyrë arbitrare. Në dekadën e fundit janë mbyllur dy media të tjera — AgonChannel dhe RTV Ora — ku, pavarësisht ekzistencës së një vendimi gjykate, prania e forcave speciale të policisë brenda ambienteve të televizionit u dënua nga i gjithë komuniteti ndërkombëtar.

Sipas deklaratave zyrtare të vetë grupit mediatik, gjatë operacionit:

• U ndërpre energjia elektrike, duke lënë News24 pa sinjal transmetimi;

• Gazetarëve dhe stafit iu ndalua hyrja në redaksi;

• U pezullua puna e redaksive dhe u ndërpre aksesimi i publikut në përmbajtjet mediatike.

Megjithëse jemi të vetëdijshëm se prona është objekt i një mosmarrëveshjeje midis pronarëve të News24 dhe shtetit shqiptar, ne besojmë se kjo nuk e legjitimon praninë e forcave të policisë dhe ndërprerjen e njëanshme të sinjalit të transmetimit.

Gjithashtu, sipas të gjitha burimeve publike të informacionit, biznese të tjera në pronësi të drejtuesit të grupit mediatik kanë qenë më herët objekt i veprimeve të diskutueshme, përfshirë shembjen me tritol të një kompleksi, të cilën vetë drejtuesit e televizionit e kanë quajtur në atë kohë si një sulm politik.

Ky precedent paraqet një rrezik serioz për lirinë e medias dhe krijon një atmosferë frike tek gazetarët dhe publiku. Ne theksojmë se, pavarësisht qëndrimeve editoriale apo çështjeve të brendshme të çdo mediaje, sulme të tilla ndaj funksionimit normal të redaksive dëmtojnë themelet e demokracisë dhe të drejtës së publikut për t’u informuar.

Të nderuar kolegë,

Duke pasur parasysh se Shqipëria është një vend aspirant për t’u anëtarësuar në Bashkimin Europian, ne besojmë se është emergjente të respektohet shteti i së drejtës dhe kërkojmë:

1. Heqjen e menjëhershme të bllokadës dhe rikthimin e aksesit të plotë të gazetarëve në vendin e punës;

2. Rivendosjen e energjisë elektrike dhe kushteve të plota të punës për redaksitë;

3. Publikimin e menjëhershëm të bazës ligjore dhe autoritetit që ka urdhëruar këtë veprim;

4. Sigurimin që çdo veprim i ardhshëm që prek media të kryhet vetëm në përputhje me procesin e rregullt ligjor, nën mbikëqyrje gjyqësore dhe me parimin e ndërhyrjes minimale.

U bëjmë thirrje të gjitha institucioneve ndërkombëtare, organizatave të medias dhe përfaqësive diplomatike të monitorojnë nga afër situatën dhe të reagojnë për të garantuar që Shqipëria të mbetet e përkushtuar ndaj standardeve ndërkombëtare të lirisë së shprehjes dhe të medias.

Çdo sulm ndaj gazetarëve është një sulm ndaj demokracisë, interesit publik dhe të drejtave themelore të njeriut.
